This permit covers all events that are within the scope of Section 9.35 of the City of Sparks Municipal Code, which governs the regulation of organized gatherings of people in parades and special events, such as rallies and demonstrations that constitute expressive speech under the First Amendment to the Constitution of the United States.
What is an expressive event:
- the exhibition, dissemination or communication by verbal, visual, literary, auditory or other means of opinions, views, ideas, concepts or emotions.
- expressive parade, procession, march, run or assembly which is conducted on or upon any portion of any public sidewalk, park path, street or way so as to impede, obstruct, impair or interfere with the free use of such public passageway; or in a manner that does not comply with normal or usual traffic regulations or controls.
- any expressive planned gathering of persons which occupies any part of a city street, park, Victorian Square or other city property and which hinders the general public in the ordinary and usual use of such street or property.
A permit is required for all expressive events with anticipated attendance over 150.
